The aim of this initiative was to create a model for program budgeting in the area of ​​social protection for 2015 in one local-self-government in Serbia. This model was planned to be used by other local governments and in the process of preparation of the general guidelines for program budgeting of local governments in the area social protection in Serbia. City of Valjevo, a medium-sized city with a sufficient number of social services and with not too complicated structure was selected.

CSP has developed a model program budget for the sector of social protection for the City of Valjevo, in accordance with the instructions of the system ESSPROS (European statistical system of integrated social protection). This model program, developed by the CSP and the Social Inclusion and Poverty Reduction Unit, was sent to the Ministry of Finance and the Standing Conference of Towns and Municipalities (which is responsible for the development of local programming budget by the Ministry of Finance) to use the proposal to amend the program.
